Our Beliefs
We believe that The Learning Community for Person-Centered Planning said it best – Person-Centered is About Better Lives, Not Just Better Paper
TRANSPARENCY
You have the right to know what is happening, what we are doing, and why.
We know what the Regional Center and other agencies are required to do, and if we believe the law is on our side, we won’t hesitate to fight for your rights and services.
Phoenix Facilitation was born out of a passion for Person-Centered Thinking, Self-Determination, and ensuring that the rights of individuals with developmental disabilities are respected.
Naomi Hagel, the founder of Phoenix Facilitation, holds a Master's Degree in Mental Health Counseling and is a Credentialed Person-Centered Thinking Trainer via The Learning Community for Person-Centered Practices. She recently received training in the Self-Determined Learning Model of Instruction (SDLMI) and has past experience with dual diagnoses, psychiatric/psychotropic medications, the Department of Children and Family Services (DCFS), and the Regional Center system as both a vendor and staff. Her passion lies in ensuring that all individuals with developmental disabilities have their rights respected and are able to access all services they are entitled to through generic and Regional Center funded sources. She has a particular interest in working with historically underserved communities and those impacted by disparities in service delivery, as well as working with self-advocates.
Naomi takes pride in her extensive knowledge of the Lanterman Act and Self-Determination; she previously successfully onboarded over 40 individuals to this new service delivery system as a manager at a Regional Center. She and her team are available for advocacy, Person-Centered Planning, and Independent Facilitation in the traditional and Self-Determination Regional Center systems, as well as consultation for generic resources including school district services and In-Home Supportive Services, throughout the state of California, both virtually and in-person (travel fees may apply.) Phoenix Facilitation's services can be paid for in a variety of different ways in traditional and/or Self-Determination Program funding via the Regional Center, or through private payment. Phoenix Facilitation is able and prepared to support participants and families through all aspects of the Regional Center processes, up to and including preparation for, guidance through, and representation at Fair Hearings. Rates will be discussed during an initial one-hour free consultation, and a sliding scale may be available, based on need. Spanish-language services are also available.
Naomi is also available to provide Person-Centered Thinking Training to organizations nationwide, whether that be virtually or in-person (travel costs may apply.) When conducting the training, she is open and flexible to schedules that work best to deliver the 12 hours of material without being disruptive to agency operations. She customizes her training delivery to each specific agency and particularly enjoys and has experience with "operationalizing" Person-Centered Thinking to make it actionable for developmental disability services and schools.
Pursuant to Welfare & Institutions Code 4704.6, individuals served by Regional Centers have certain appeal and complaint rights in regards to vendored services.
